Message from the Chairman - COVID-19 Requirements

Now that football is beginning to start, some friendlies have been played and September 6th draws closer, I have attached a couple of documents, which Alan has issued before but which now need your full attention.

Part of this guidance is for the Leagues to create a list of Covid 19 officers. Each club, as a requirement of these guidelines, must appoint a Covid 19 officer who is responsible for the development of their club Covid 19 plan and completion of the Risk Assessment. Please refer to File One - page 5 under 'the basics' 'required actions' for details of these responsibilities.

Can you please provide us with the name of your Covid 19 officer within the next 7 days so that we can put this information on the NDSFL website so that all of you know who they are and can contact them if necessary. This list will also enable to us send information to you quickly if and when we are provided with any. The Covid 19 officer must be someone associated with the club and who attends games. It can be anyone, Club Secretary, Team Manager, Club captain or any other player but they must take responsibility for making sure your club following the FA guidelines.

Can you please send us the name of your Covid 19 officer by 24th August please. Any club not supplying us with their officer will not be allocated any fixtures and therefore not allowed to start the season.

The second document deals with the Risk Assessment which affiliated clubs have a legal duty to complete. This document includes the risk assessment form, some of which will be applicable some of which will not. Please complete the sections applicable to your club and review this regularly to ensure you keep within the guidelines. We may, at any time, ask to see your completed Risk Assessments so please make sure they are completed. Risk Assessments are working documents and must be reviewed regularly and can be changed at any time. They must not be filled in once and then forgotten.

It is also vital that you keep a register of who attends games and their contact details for the NHS Test and Trace. This list includes all players, officials and spectators. Please ensure spectators maintain social distancing.

We are in different times but we must stick to the guidelines to ensure the safety of everyone taking part in fixtures. It is important that everyone is aware of these guidelines and follows them please. Eyes will be on us, when football starts, to make sure we are not responsible for a surge in cases and that we do recognise our responsibilities to ourselves and the wider public. Please therefore do not let yourselves down and the NDSFL down by ignoring these guidelines.

Nuneaton & Bedworth Borough Council - Friendly Fixtures

The following information has been received from Nuneaton & Bedworth Borough Council, if you wish to book a PITCH for FRIENDLY FIXTURES.

Pre Season Friendy Games.

We are able to offer friendly games on Sunday 23 and Sunday 30 August.  Pitches will be allocated on a first come, first served basis, as such the booking form attached must be emailed back to me to ensure I allocate as per the waiting list, I will confirm by email whether the application has been successful.  I have some enquiries waiting so will honour those first.

Please note –

  • 1: Priority will be given to teams using council pitches in the coming season.
  • 2: Pauls Land will not be booked to capacity to aid social distancing in the car park.
  • 3: Bookings will be pitch only (no changing or toilets) = £33.60
  • 4: Games will be monitored on the day so only play if you have booked officially, you will jeopardize your use of a council pitch for the coming season if you are found to be playing unofficially.

Leagues Cup Competitions - Suspended.

The BCFA Executive has decided that we will not be running any County Cup Competitions this year.

The FA have recommended that County FA’s should not expect to run their cup competitions and allow priority for league fixtures to be played first, as the FA want to avoid another Null & Void season.

Although there has been some more information on season start dates there are still aspects that could affect the completion of fixtures such as the threat of a second spike as well as adverse weather in the winter months.

We are also looking at the possibility of extending free entry to County Cups for season 2021-22.

In addition, please see below for clarification regarding the Sanctioning of internal cup competitions.

BCFA will NOT be sanctioning any League Internal Cup Competitions for Season 2020-2021 following FA guidelines that the priority is to complete the League Divisional programme and Determine the Championship in accordance with SCOR, this is the first requirement of a sanctioned competition.

BCFA will not be running any County Cup Competitions for Season 2020-2021 to free up Conference Dates so that should e.g. the weather, or a spike in Covid-19, intervene there is a best chance to avoid another null & void season

Competitions will be sanctioned to complete their League programme only and will NOT be permitted to run any internal cups as they will not have received sanction to do so

Sanctioned Competitions, having completed the League programme and having Determined the Championship under SCOR will be free, without further sanction, to run any “events” they consider appropriate e.g. a cup, a “Champions League” event in whatever time is left in their playing season.

The League can only operate these events by invitation and will not be able to force Clubs to enter as the Club will have completed the League programme which has been sanctioned under SCOR.

NDSFL - Financial Support Package - for all Teams

Following news that we may be able to start our season in early September, I have had a number of queries as to how the Financial Assistance Package will be implemented.

The Finance Assistance Package is designed to assist all our Teams equally for the 2020-2021 season.  I understand that the last few months have been difficult for everyone financially, unfortunately no one is immune, with the League also having to juggle loss of Sponsors, who themselves are being hit hard. Notwithstanding this the NDSFL Management Committee implemented a package to assist all our Teams equally, ensuring that we help, each other overcome financial problems we may be suffering.

How will it Work.

Each Team that has been accepted into Membership (44 in Total) for the season 2020-2021 have been given the following Financial Assistance Support: -

League Fees

• There will be NO LEAGUE FEES levied this Season (a saving of £100.00 per Team).  If we are prevented due to Government restrictions, and are not able to complete a FULL Season, an amount equal to the loss will be carried over to Season 2021-2022  (As an example if we only play Half a Season £50.00 will be carried forward.)

Players Insurance

• This Season you can choose your Insurance provider.  Last season a number of Clubs felt the Insurance Companies did not provide any recompense for the loss of Half of the Season. They (Insurance Companies) have advised that that loss has been built into the reduction in this season premiums, maybe they have but a number of Clubs felt let down.

The Contribution of £50.00 Per Team towards “Players Insurance Premiums” was designed to help cover loss’s from last season, which it clearly does, and also contribute a little to this years premiums.

Once affiliated with your respective County FA, and the League sanctioned by BCFA, a Credit to your account will be made.  Each Team can call on this credit at any time after the NDSFL is sanctioned by BCFA, by a written request from the Clubs Secretary directly to me.  Alternatively it can be kept as a positive credit for use throughout the season.

Public Liability Insurance

This is included by your County FA when you register with either Birmingham County FA or Leicestershire County FA.

I hope his clear, any queries please give me a call.

The NDSFL - Releases Date for Start of the 2020-2021 Season.

Following information from the FA, that has also appeared in the National Press, agreement between the FA and UK Government after a plan was submitted, with an an anouncement being imminent.  There is a belief the FA are looking at competitive action resuming in early September.  We have therefore set a Season Start Target date of Sunday September 6th 2020.

New Member of the NDSFL Management Committee

Following our invitation to Glyn Watkins to become a Member of the Management Committee, we are delighted to report that he has accepted.

Glyn who has vast experience at Club level, and with roles with the Hinckley & District Sunday Football League over many years, will be invaluable to us, especially in the present climate.

We are now busying ourselves in preparation for the NEW Season, so below is a precis of what has been happening since the 2019-2020 season was concluded in March due to the Covid-19 Lockdown Restrictions.

The meeting was convened (Virtually) to decide our we woul end our season with the following options open to the Membership.

NDSFL Calls Time on the 2019-2020 Season !

The NDSFL have been following events and advice from the UK Government, Football Association and Birmingham County FA regarding the continued outbreak of Coronavirus in the UK and in line with that advice an the ongoing changing situation, we have taken the decision to end the 2019-2020 season now. No further games under the jurisdiction of the NDSFL will be played.

We are in unprecedented times with advice on what we can and cannot do changing on a daily basis. We don't need to panic but we need to eradicate this virus and do what we can to help those in the at risk group and the NHS staff on the frontline who are dealing with people who need their professional help. The safety and welfare of everyone is therefore paramount.

I can understand that you will firstly be disappointed at this decision but also understanding that we have made the right decision and that we couldn't possibly continue in the current climate. The FA and BCFA had already extended their advice to postponing football for the foreseeable future. We had to make a decision and stopping the season now was the only one available to us.

Stopping the season raises a number of issues, which John has already covered in a separate email,  that we will work through with you over the coming months and I have listed a few below:

The April and May League meetings are therefore cancelled as is the AGM scheduled for June. The May meeting is normally when League Application forms for next season are handed out but these can be downloaded from the NDSFL website and can be found in the 'Latest News' section and the box titled Application forms. The link to the form is at the bottom of that box. It can be completed online and submitted online.

The AGM will be conducted online and all relevant paperwork will be submitted to you as and when required. We are not aware of any rule changes yet but they will be sent out, if we get any, nearer the time. Any changes to the Standard Code will have be adopted as normal. Alan will put together a balance sheet and this will be sent out later.

A decision on how we move forward to next season re League standings, relegation/promotion, will be made later.

SEASON 2020-2021

We all hope that the current restrictions are only place for the short term but as we do not know how this will unfold we do not yet know when the 2020-2021 season will start. We hope to be able to start towards the end of August, that is the aim, but we will be guided by whatever advice is being given at the time. The make up of divisions to start next season will take place after the AGM, when we know who has applied and how many, if any, new teams have applied. Applications for 2020-2021 must be in by June 1st 2020 so we will have a better picture of how the divisions will be made up after that date.

These will obviously be available to member clubs once applications have been accepted but how we distribute them will depend on the advice and situation we are in during June and July. We will update you when we know more.

Finally I would like to offer my personal thanks to you and those of the NDSFL Committee for the patience you have shown this season in the face of the most difficult of circumstances we have witnessed in the 54 years we have been in existence. It has not been easy for anybody and decisions have been made that we would never have expected to make. The weather has been the some of the worst we have experienced and the frustration at not being able to get out a play football has been obvious. This virus is one of the worst this country has faced in modern times and is causing us to change our way of life.

Please can you get the message across to your players to observe the advice that the Government, the FA and BCFA is issuing and to keep up to date with it. Especially around training and moving around and as was mentioned recently the quicker we comply the quicker it will be eased and the quicker we can return to normal life. Rest assured better times are on the way.

If anyone has anything they want to ask, please do so and we will answer your questions as best we can at this time. Further information will be sent out as and when we can.

Stay safe

Club Call Offs - Inclement Weather

With the bad weather continuing to cause blanket call offs, and with little resbite on the horizon, together with over 200 Fixtures having been postponed to date, the Management Committee afer investigation have taken the step to suspend "Call Offs" as laid down in Standard Code Addendum (x) Page 35 (Call Offs).

The decision was made on December 1st 2019.  After the full programme bar one was lost to the weather and will be up for ratification at the League Meeting later this month.

All requests for "Call Offs" that were received before December 1st, have been honoured.

League Fees - Stage Three Payment.

May I remind Club Secretary's that the third stage payment of League Fees is now overdue.  As per Standard Rule 4D, if this has not been paid by the January 1st 2020 then Clubs cannot be allocated fixtures.

It was in September 1978 when he was secretary of The Nuneaton Amateur League that Keith took first game, although he was not qualified at that time !

Keith completed the referees’ course and passed out as Class Three in November 1978.  Quickly being promoted to Class One in February 1983.

Keith only intended to just referee on Saturdays but Max Rowley (the then NDSFL Referees Secretary) convinced him to join the Sunday League. Where he is still officiating today.

The highlight of his Sunday League Career came in is fortieth season, 2017-18, when he was appointed to Referee the Nuneaton Telegraph Cup Final at The Pavilion, when Stockingford White Lion played Weddington Thistle.

Keith continues to enjoy his Sunday mornings, and we are glad to have him on our Referees Panel.

Clubs - Change of Name

Secretary's should note that Tin Hat FC members of Division 3 have now changed their name to Ashby Road Sports FC. Whilst Lion FC also in Division 3 become White Lion Bulkington FC.

Experienced Referees Sort !

During the close season the management committee worked hard to attract NEW Clubs in an attempt to buck the trend, which as seen many Sunday Leagues in England lose membership and, in some cases, go out of business altogether.

Following our efforts, we attracted 11 NEW Clubs from not only Nuneaton, Bedworth and North Warwickshire but also from Coventry & Hinckley, bringing our membership up to 50 teams whom will compete in Four Divisions.

We now must look at the strength of our Referees Panel to ensure all our games are covered by Official Referees.

Our current panel of loyal officials is unfortunately not being added to on a regular basis, and this is a priority we need to address.

Courses for NEW Referees are held by the Birmingham FA every year, but take up is low, due to several reasons one of which is costs.  The NDSFL already assists financially, part sponsoring NEW local candidate’s thus reducing the financial burden.  This will help long term but the need for more experienced officials is even more pressing.

The NDSFL can offer Premier Division football at a HIGH Level, boasting several teams who have been successful at County and FA level.  Games are centered around Nuneaton, Bedworth, North Warwickshire, Coventry and Hinckley with games being played on Sunday mornings.  The Fee this season set by BCFA is £32.00 per game.

Joining us would give you variety, New Teams, New Challenges, and maybe other additional career opportunities.

Any Referee interested in joining the NDSFL Referees Panel in 2019/20 will need to contact the Referees Secretary to get further information.
